How better restroom design can reduce public toilet maintenance costs

Public toilet maintenance does not begin when the first cleaner walks through the door. In many cases, the amount of work a restroom requires has already been influenced by decisions made during planning, from fixture selection and layout to cleaning access and water use.

At TOTO, we think about what happens after a commercial restroom opens. In a busy public facility, toilets, urinals and faucets may be used repeatedly throughout the day, cleaned several times and expected to perform reliably for years. That makes cleanability, durability, water efficiency and ease of servicing just as important as appearance.

For architects, developers and facility teams, the aim is not simply to create a restroom that looks good on opening day. It is to design a space that remains practical to operate, easier to maintain and better suited to the demands of everyday use.

Why public toilet maintenance costs are often underestimated

Public toilet maintenance goes far beyond daily cleaning. Over time, costs can come from labour, water use, cleaning supplies, replacement parts, repair work and the disruption caused when a fixture or cubicle has to be taken out of service.

In Singapore, NEA recommends different cleaning frequencies depending on the type and usage level of the premises, with shopping centre toilets typically requiring cleaning six to eight times a day.

Take a shopping centre restroom with ten washbasins. On paper, spending an extra minute wiping around each faucet or reaching behind each basin may seem trivial. In practice, cleaners may repeat the same task several times a day across multiple restrooms, so those minutes quickly become a larger ongoing workload.

The same applies to toilets and urinals. If a fixture needs more scrubbing, frequent repeat flushing or awkward access whenever something goes wrong, the real cost continues long after installation.

For this reason, restroom maintenance cost reduction is best considered over the full working life of the space. Instead of asking only, "What does this fixture cost now?", it is worth asking, "How much time, water and maintenance will it require over the years?"

Design around the way cleaning teams actually work

Improving public restroom cleaning efficiency starts with a practical question: how easy is it for cleaning teams to reach and wipe the areas that need attention most often?

A restroom may look streamlined when it opens, but awkward gaps, concealed edges and surfaces where water collects can quickly add to the daily workload. If cleaners have to reach behind fixtures, work around narrow spaces or spend extra time on residue-prone areas, those small inefficiencies are repeated across every cleaning round.

When we consider fixtures for high-traffic environments, we look at details such as:

whether exposed surfaces can be wiped quickly
where dirt and residue are likely to collect
whether there is enough clearance for cleaning tools
where splashing or pooling may occur during normal use
whether frequently soiled areas can be reached without dismantling parts

Toilet bowl design can make a noticeable difference too. TOTO's RIMLESS design removes the traditional rim area where waste can be harder to reach, while TORNADO FLUSH uses a swirling flow to wash around the bowl. Together, these features support effective flushing while making the bowl easier to access during routine cleaning.

In an office tower, for example, cleaners may have only a short window to service several floors before employees arrive. Saving a little time at each cubicle may not sound significant, but across dozens of toilets and repeated cleaning rounds, it can make the job much more manageable.

For us, cleanability is not something to think about after installation. It should be built into the restroom from the start.

Choose durable restroom fixtures for the actual usage level

Not every public restroom is used in the same way, so fixture selection should reflect the demands of the space.

A small office restroom may see short, predictable peaks before work and during lunch. A shopping centre or transport facility, on the other hand, may experience heavy use for much of the day. Hospitality, healthcare and entertainment venues each bring their own usage patterns and maintenance challenges.

For commercial bathroom maintenance, durability is about more than whether a fixture continues to function. It also matters how well its surfaces, controls and internal components cope with repeated use, frequent cleaning and the occasional misuse that comes with public environments.

In a high-traffic restroom, durable restroom fixtures may therefore need:

surfaces that hold up well under frequent cleaning
components designed for repeated daily operation
finishes that retain their appearance over time
straightforward access for servicing
reliable flushing or sensor performance

This is where the lowest upfront price does not always translate into the lowest long-term cost. A fixture that needs more frequent repairs or shows wear quickly can create additional work for facility teams later.

The priorities will also vary by setting. In a busy transport facility, dependable operation and easy cleaning may come first. In a corporate building, appearance, servicing access and maintaining a consistent standard between cleaning rounds may carry more weight.

At TOTO, we believe the better approach is to match the fixture to how the restroom will actually be used, rather than applying the same specification to every commercial space.

Reduce the cleaning burden at toilets and urinals

Some maintenance problems develop in areas users rarely see, which makes them easier to overlook during day-to-day cleaning.

Urinals are a good example. The visible ceramic may be cleaned several times a day, but deposits can still build up further along the drainage path. Selected TOTO urinals use automatic interval flushing, which periodically flushes during periods of non-use to help reduce urine scale build-up in the drainpipe. Some models also operate with flush volumes as low as 0.5 litres per use.

This can be useful in places such as transport facilities, where urinals may see heavy daytime use followed by quieter periods overnight. Routine cleaning takes care of the visible surface, while interval flushing helps address areas that are less accessible during normal cleaning rounds.

Toilets present a similar challenge. TOTO's CEFIONTECT ceramic glaze creates an ultra-smooth bowl surface that makes it harder for waste to cling, while PREMIST sprays a fine layer of water over the bowl before use so waste can wash away more easily during flushing.

These features do not replace routine cleaning. Instead, they are designed to reduce some of the build-up and hard-to-clean conditions that can make maintenance more time-consuming.

Improve water efficiency without sacrificing flushing performance

Water use is another ongoing cost to consider in public restrooms, especially in facilities where toilets may be used hundreds or even thousands of times each day.

We believe water efficiency works best when it is balanced with dependable flushing performance. Using less water per flush brings little benefit if users regularly need to flush again.

That is why toilet flush systems should be assessed on both water consumption and how effectively they clear the bowl. Across TOTO's range, selected models use full-flush volumes as low as 3.8 litres, while TORNADO FLUSH uses a powerful swirling flow to wash around the bowl efficiently.

In a large commercial building, even a small reduction in water used per flush can add up when multiplied across dozens of toilets and thousands of uses over time. The same principle applies to urinals and faucets.

The aim is to achieve efficient everyday performance without creating extra work for users or maintenance teams.

Reduce contact points where it supports operations

Frequently touched controls create two practical challenges in a public restroom. They need regular cleaning, and repeated handling can contribute to wear over time.

Touchless systems can help reduce some of that physical contact. At the washbasin, for example, a sensor-operated sink faucet can start the water automatically when a user places their hands beneath the spout.

TOTO's touchless faucet range includes models with a flow rate of 2.0 litres per minute. Selected ECOPOWER models also generate the electricity needed for sensor operation from flowing water, so the system does not require external electrical wiring.

This can be especially useful in busy food court or shopping centre restrooms, where basin areas may see heavy use during peak periods. Fewer touchpoints can help keep faucet surfaces cleaner between cleaning rounds, while automatic operation helps control water delivery.

That said, touchless technology only adds value when it is properly planned. Sensor position, basin compatibility, water direction and servicing access all need to work together. If they do not, issues such as splashing, unreliable activation or awkward maintenance can create new problems instead.

For us, the goal is simple: use automation where it genuinely makes the restroom easier to operate and maintain.

Plan for servicing before something goes wrong

Even well-designed fixtures will eventually need inspection, adjustment or repair. The bigger question is how easy that work will be when the time comes.

Public toilet maintenance becomes far more disruptive when valves, sensors or other serviceable components are difficult to reach. A minor issue can quickly turn into a longer repair if panels have to be removed, several fixtures need to be taken out of use or technicians have limited room to work.

When planning commercial restrooms, we therefore recommend thinking about:

access to valves and sensors
isolation points for individual fixtures
enough clearance for technicians to work
removable or serviceable panels
the location of concealed components

Consider a shopping centre restroom during a busy weekend. If one fixture develops a fault, the facilities team should ideally be able to isolate and service it without affecting the rest of the restroom.

Good maintenance access may go unnoticed by users, but it can make a real difference operationally. For facility teams, it can mean the difference between a quick repair and a prolonged closure.

Use the layout to encourage better user behaviour

The way people move through and interact with a restroom can have a direct impact on maintenance.

If controls are confusing, fixtures are awkwardly positioned or circulation feels unclear, users are more likely to hesitate, touch more surfaces or use the space in ways that create extra mess. A more intuitive layout can reduce some of that friction.

At TOTO, we look at the restroom as a complete user journey rather than a collection of individual fixtures. Users should be able to understand where to go, how to operate each fixture and what to do next without unnecessary effort.

That means considering details such as:

clear movement from entrance to cubicles and washbasins
familiar and easy-to-understand controls
sensible placement of handwashing and drying areas
accessible waste disposal points
enough space to avoid unnecessary cross-traffic

Clear graphical symbols and consistent control positioning can be especially useful in places used by people of different ages, languages and abilities. TOTO's public restroom research has also considered these elements as part of making facilities easier to understand and use.

A tourist attraction is a good example. Visitors may come from many countries, so lengthy written instructions are not always the most practical solution. Familiar symbols, predictable controls and a straightforward layout can help people use the restroom correctly with less confusion.

For facility teams, that matters because better usability can reduce some of the misuse, unnecessary contact and mess that later turns into additional cleaning or maintenance work.

Balance initial investment with long-term operating costs

Budget pressure is a reality in commercial projects, especially when the same fixture is being specified across dozens of cubicles or washbasins.

A lower unit price can create an obvious upfront saving, but it does not always tell the full story. If a fixture adds even a few minutes to each cleaning round, that extra labour is repeated across every cubicle, restroom and operating day. More frequent servicing or higher water use can add further costs over time, gradually reducing the value of the initial saving.

When we look at restroom maintenance cost reduction, project teams should consider the wider lifecycle of each fixture, including:

expected daily usage
cleaning frequency and labour
water consumption
servicing and repair needs
replacement requirements
likely downtime
accessibility of serviceable components

This does not mean the more expensive option is automatically the better one. The better choice is the one that responds to the actual demands of the restroom and avoids unnecessary recurring work.

For us, lifecycle value comes from investing in features that solve a genuine operational need, whether that is easier cleaning, more efficient water use, or simpler servicing.

Work within practical project constraints

Not every restroom project starts with a blank slate. In many refurbishments, project teams have to work around existing pipework, structural walls, electrical provisions and limited service space.

Budget may also mean that not everything can be upgraded at once. In these cases, it makes sense to focus on the areas creating the greatest day-to-day burden.

One facility may spend more cleaning time around urinals, while another may be dealing with faucets that splash excessively or toilets that are awkward to access. In other restrooms, high water use or difficult servicing may be the bigger concern.

A complete redesign is not always necessary to make a meaningful improvement. Replacing hard-to-maintain fixtures, improving cleaning access, reviewing flush systems or introducing suitable touchless controls can all make the space easier to manage.

For us, the starting point is to identify where time, water and maintenance effort are being lost, then prioritise the changes that will have the greatest operational impact.

Design for the restroom you will need to maintain

Reducing public toilet maintenance starts with good design, not simply more frequent cleaning.

For architects, developers and facility managers, the question is not only how the restroom will look when it opens, but how well it will work over time.

At TOTO, we consider cleanability, durability, water efficiency, reliable flushing and servicing access as part of overall restroom performance. The right fixtures and layout can make day-to-day upkeep easier while helping the space perform consistently under heavy use.
