The NSW Government is marking the Heritage Month with the launch of a landmark five-year heritage plan aimed at modernising the state’s heritage system by easing approvals, expanding representation on the State Heritage Register, and strengthening support for conservation, funding, and climate resilience.

The inaugural NSW Heritage Strategy aims to create a more inclusive, adaptable framework that better supports communities, property owners and custodians in managing heritage assets across NSW.

Central to the plan is a push to simplify heritage processes, with streamlined approval pathways designed to encourage activation, conservation and adaptive reuse of heritage sites. The reforms are also intended to align with the Government’s broader housing commitments.

A key legislative change will see the development of a new, fit-for-purpose Heritage Act, introducing clearer compliance rules and stronger penalties for property owners who allow heritage-listed sites to fall into disrepair.

The strategy also places a strong emphasis on expanding the scope of heritage recognition across the state. More diverse items will be protected on the State Heritage Register to better tell the stories of NSW, alongside the establishment of a new intangible heritage program. The Government has committed to working with Aboriginal communities to support truth-telling initiatives and improve recognition of culturally significant heritage.

To support long-term conservation, the strategy proposes investigating new funding models aimed at enabling proactive management of heritage assets. Additional guidance and resources – including those focused on climate change preparedness – will also be developed to help owners and custodians protect sites well into the future.

The strategy follows an extensive two-year community consultation process involving more than 1,750 stakeholders, including members of the public, academics, advocacy groups, councils, industry professionals and government agencies.

“For the first time, NSW has a clear plan to celebrate the diversity of our history and pave a way for heritage to be part of the housing solution including greater activation and adaptive reuse,” says Minister for Heritage, Penny Sharpe.

“Bringing our heritage system up to date means we can recognise and protect our history in ways that speak to our current communities and reflect our many perspectives on the past. This strategy is about making recognition of heritage fairer and faster, supported by modern legislation that protects our past and delivers firm compliance when properties are neglected.”

Recent heritage initiatives by the NSW Government include gazetting four Aboriginal Places, recognising 32 stories through Blue Plaques, and completing 40 repatriation projects with Aboriginal communities, with a further 51 projects underway. In addition, grants amounting to $8.65 million have been awarded to 140 recipients, and numerous items have been added to the State Heritage Register to better reflect the state’s rich history.

Heritage remains a major contributor to NSW’s economy, with sites attracting nearly 15 million visitors annually and generating close to $10 billion in visitor spending.
