Jackson Clements Burrows (JCB) have proposed a new rooftop pavilion for the St Kilda Sea Baths building that will provide an engaging food and beverage venue for 300 people.

If approved, the $900,000 development for the historic venue will see a new enclosed, glazed pavilion added to the roof terrace and an upgrade to the existing toilets, servery, foyer and public lift.

JCB’s proposal considers the formal architectural composition and relationship with the existing Sea Baths building and precinct context. The pavilion is conceived as a light-weight and transparent addition to the rooftop, defined by fixed and operable clear glazing (white aluminium framing) which will create a feeling of openness, maximise rooftop views and natural daylight, provide wind protection and allow for cross-ventilation and sea breezes.

The pavilion’s roof is constructed of translucent polycarbonate sheet to provide rain protection across the entire roof, with a white painted steel fascia. The roof will fall towards the east to allow rainwater to drain to the existing Sea Baths roof. Beneath this structure, the ceiling is articulated by a delicate veil of open timber battens, painted white, to allow filtration of sunlight throughout the pavilion and enhance its sense of lightness.

The current toilets and servery at the kiosk are limited in amenity and are in general need of an upgrade. This opportunity permits the shifting and expanding of the servery area into the new pavilion, and the extending of the kiosk structure in the north direction. A new foyer within the kiosk will improve access and circulation space to the expanded toilets. The existing public lift will have a new door opening with direct access to the open roof terrace, creating a more dynamic entry experience onto the roof instead of opening onto the toilets.

Located on the northern end of St Kilda Foreshore Promenade, the St Kilda Sea Baths is surrounded by many prominent attraction sites including the St Kilda Pier, St Kilda Beach and the promenade itself which offers a pedestrian link to other public and commercial facilities along the foreshore.

The project is currently awaiting approval.
