The new Populous design-led Perth Stadium Project Definition Plan (PDP) has been released, marking the completion of a comprehensive 12-month planning process and the start of the procurement phase.

Populous won a design competition earlier this year for the rights to act as architectural consultancy.

Tenders for pre-construction works are due to be advertised during the next month, with the Government expected to call for expressions of interest for the main construction contract by the end of the year.

The PDP outlines an estimated base cost of $690million for the stadium infrastructure and $70.2million for the surrounding sports precinct (in June 2011 dollars).

An additional $142.4million has been allowed for escalation through to the project’s expected completion in 2018.

Premier and State Development Minister Colin Barnett and Sport and Recreation Minister Terry Waldron released the plan.
Barnett said the completion of the PDP, essentially a ‘rule book’ for the project, meant the State Government could take the next steps towards delivering a spectacular venue to enhance Perth’s reputation as a world-class city.
“The new Perth stadium will offer the best sightlines of any facility in the country; 85 per cent roof coverage; and a playing surface that can be reconfigured for rectangular sports,” he said.

“It will be this city’s premier sporting and entertainment venue.”

The Premier said the stadium and sports precinct would be developed using a ‘Design-Build-Finance-Maintain’ model. Under this model, the stadium would be owned by the Government, with the State directly funding the majority of the design and construction costs.

Waldron said the stadium would feature a series of Australian ‘firsts and bests’ to provide patrons a world-class sports viewing and entertainment venue.

“The new Perth stadium will have the biggest field video screens, highest standard of team facilities, roomiest general admission seats and highest ratio of general admission female toilets of any stadium in the country,” Waldron said.

Early site works are expected to start by mid-2013, with the stadium expected to be ready for the start of the 2018 football season.
