Released on 1 May 2026, National Construction Code 2025 introduces a suite of measures aimed at improving durability, climate resilience and safety, particularly across the commercial sector.

While adoption will vary by jurisdiction, states and territories may begin implementing the code from May, with transitional arrangements allowing for a phased rollout.

A central theme of NCC 2025 is clarity. Regulators have sought to reduce ambiguity in technical provisions while establishing more consistent assessment pathways. The intent is to streamline compliance and limit the interpretive gaps that have challenged industry stakeholders over the past decade.

Responding to widespread concerns about building defects, especially in multi-residential developments, the new code strengthens water management requirements. Updates within Volume One’s health and amenity provisions sharpen guidance for apartments and complex structures, aiming to deliver more durable construction and fewer long-term failures.

Fire safety provisions for car parks have also been revised. NCC 2025 narrows the circumstances in which fire-resistance concessions may apply and introduces mandatory sprinkler systems for most open-deck car parks, excluding standalone structures. The changes reflect evolving risk assessments in increasingly dense urban developments.

The most substantial technical reforms are directed at commercial buildings. New energy efficiency measures are designed to curb emissions and support Australia’s transition towards net zero.

Among the headline changes is a requirement for on-site renewable energy generation, specifically solar photovoltaic systems for Class 3 and Class 5–9 buildings. In addition, tighter controls on building fabric and services are expected to reduce overall energy consumption.

Condensation management provisions have been further developed, with new technical specifications addressing vapour permeance, ventilation, and wall construction. Mandatory wall cavities in colder climates and more detailed ventilation standards for roofs and walls aim to mitigate moisture-related damage and improve indoor air quality.

In a move reflecting evolving social expectations, NCC 2025 introduces an optional pathway for all-gender sanitary facilities in commercial buildings. Developers may allocate up to half of required amenities as all-gender, with greater flexibility permitted in low-occupancy settings.

The code also enhances requirements for Performance Solutions by clarifying acceptable assessment approaches. Updates to structural reliability and fire safety provisions are intended to ensure these solutions meet robust and consistent standards.

Further amendments bring the code into alignment with updated Australian Standards across construction, plumbing and fire systems. Additional safety clarifications include new restrictions on materials used in combined sprinkler and hydrant systems.

With its expanded scope and sharper technical guidance, NCC 2025 represents a decisive step in reshaping Australia’s built environment, placing resilience, sustainability, and safety at the forefront of future development.
