Mirvac has received approval to transform a former industrial site in Wantirna South into a major masterplanned community, delivering approximately 1,750 new homes in Melbourne’s southeast.

The project, developed in partnership with landowner Boral, follows the Victorian Government’s approval of a Planning Scheme Amendment, enabling the redevelopment of the 171-hectare site, located around 25 kilometres from Melbourne’s CBD. Once home to a clay quarry and brickworks, the site will undergo significant rehabilitation before being reimagined as a new, connected residential neighbourhood, complete with new homes, expanded parklands and access to established public transport links.

Stuart Penklis, CEO of Development at Mirvac, describes the approval as a key milestone for the company’s national residential pipeline, with Wantirna South set to become one of Australia’s largest infill development projects.

“This approval strengthens Mirvac’s national residential portfolio and underscores the value of our partnership with Boral. Working closely with government, the community and other key stakeholders, we are turning a strategically located site into a sustainable community that will boost housing supply. This project shows how long-term partnerships can deliver scale, certainty, and positive outcomes for communities across Australia,” Penklis says.

The planned community will offer a mix of housing types, including freestanding homes, townhouses and low-rise apartments. Sustainability is prioritised across the development with all residences planned as all-electric homes, alongside provisions for electric vehicle charging and improved thermal performance to reduce environmental impact.

According to Boral CEO and Managing Director Vik Bansal, the project reflects the company’s long-term approach to rehabilitation and reuse of resourced land.

“We are proud of this partnership with Mirvac, which will see our historic Scoresby site once again contribute to a strong Victoria, as the location for a sustainable community and housing for generations of Victorians,” Bansal notes.

A significant portion of the site will be dedicated to green space, with around 68 hectares of parklands to be revegetated and transferred to the State for public use, extending Jells Park within the broader Dandenong Valley Parklands corridor. The development will also strengthen connections to existing walking and cycling networks.

“We’re transforming underutilised land into a new community with more than a thousand homes, more parkland and more opportunities for families,” says Minister for Planning, Sonya Kilkenny. “We want to make it easier to build homes everywhere, because Victorians deserve to have a choice on where they want to live.”

Plans for the development also include a neighbourhood centre featuring a café, medical clinic, childcare facility and community hub. Nearly 12 hectares of open space will be integrated within the community, delivering sporting facilities, playgrounds, landscaped gardens and spaces designed to support active and social lifestyles.
